Application Procedure:  

      I.    Application of industries not covered under EIA Notification, 2006 (Environmental Clearance):

In case of industries which do not attract the provisions of EIA-2006 Notification, the applications may be submitted at Telangana State Industrial Projects Approval and Self Certification System (TS-iPASS).

The application is to be submitted online for Consent for Establishment (CFE).

In case of following type of activities, the CFE application form
may be submitted online through Online Consent Management and Monitoring System (OCMMS):


Mining Projects.


Oil & Gas Exploration, Development Production.


River Valley Projects. 


Oil & Gas Transportation Pipeline. 


Air Ports 


Common Hazardous Waste Treatment, Storage & Disposal   Facilities (TSDFs)  




Aerial Ropeways.  


Common Effluent Treatment Plants (CETPs) 


Integrated Municipal Solid Waste Management Facility.


Building & Construction projects. 


Townships & Area Development Projects. 


Change of product mix cases of existing chemical units.  


Health Care Establishments with bed strength of 25 or more, as per G.O. Ms.No. 50 dt: 28.09.1994.


Common Bio Medical Waste Treatment Facilities (CBMWTFs)  



The concerned Regional Office of TSPCB inspects the site and process the applications at Regional Office level as per the delegated powers OR furnish the inspection report to the Zonal Office/Head Office for processing the application of CFE.


II.        Application of industries covered under EIA Notification, 2006 (Environmental Clearance):

 EIA-2006 Notification

1. Proponent has to apply to the concerned Regulatory Authority viz., MoE&F, GOI (Website of Ministry of Environment & Forests -  or State Level Environmental Impact Assessment Authority (SEIAA, TS) with necessary documents.  The Authority issues Terms of Reference (TORs )  to prepare draft EIA.
The proponents prepare the draft EIA as per TORs.

2. Proponent submits draft EIA along with Form-I at concerned RO with a request to conduct the Public Hearing.  The RO submits a note to the Member Secretary, TSPCB to fix the venue, date and time for the public hearing through mail.

3. The  Member Secretary fixes the date and time for the Public Hearing and issues the orders through mail.  The soft copies of the EIA and reports are to be sent to the Senior Social Scientist (SSS) for display in the web site.

4. The details of the proposed public hearing are published in the news papers as per the procedure laid under EIA-2006 notification.

5. Public Hearing will be conducted and minutes of the meeting are communicated to the Proponent, MoE&F and Senior Social Scientist at Head Office.  The SSS displays the minutes of the Public Hearing in the web site.

6. The proponent has to prepare the final EIA incorporating all  clarifications  raised by the MoE&F/SEIAA, TS and  issues raised  in the Public Hearing etc.,

7. MoE&F/SEIAA issues Environmental Clearance.

8. The proponent submits CFE application along with required enclosures and copy of Environmental Clearance at Telangana State Industrial Projects Approval and Self Certification System (TS-iPASS).

9. The concerned Regional Office of TSPCB inspects the site and process the applications  at RO level as per the delegated powers OR furnish the inspection report to the ZO/HO for processing the application of CFE.


III.        Acknowledgement to install DG sets   for Information Technology   industry/ Information Technology Infrastructure/ Telecommunication Companies.


The TSPCB will issue acknowledgement, which would serve the purpose of consent and there is no need for such establishments to obtain periodical renewal of consent till such time that the establishments modifies/ changes its line of activity and/ or increases the existing DG set capacity. All the small scale industries are exempted from the purview of Consent of the Board except 66 categories of industries in SSI sector which are identified as having pollution potential.  

Consent procedure for SSI units other than 66 category industries is simplified. These industries have to apply in TSiPASS portal. The Regional officers of TSPCB are empowered to issue acknowledgement to these units. The acknowledgement is treated as consent of the Board. Renewal is not required as long as there is no change in the activity and the capacity. These industries are not inspected under regular monitoring.

Only the 66 category polluting SSI industries have to obtain regular consents of the Board.

Submission of Application:


The Proponent shall submit CFE Application on-line at TS-iPASS/ OCMMS.


The CFE applications are pre-scrutinized online at TS-iPASS/ OCMMS to verify that the application is in full form with all required enclosures (as per the check list).


The deficiencies in the application will be informed by the scrutinizing officers. The nodal agency will obtain the information / documents from the proponent and send the applications in full form online to the respective Regional Office (RO) of the Board.


Procedure for processing the application (as per the Rule)


Application for Consent for Establishment (CFE) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981:

An application for obtaining Consent for Establishment shall be made through single window (TS-iPASS) / TSPCB along with prescribed enclosures and fee as per the procedure mentioned above.

Processing of Application:

After receipt of the application in full form from the nodal agency, the Regional Office of TSPCB will inspect the industry as per the procedure prescribed below.

 Procedure for making inquiry (inspection) into application for consent:

On receipt of an application for consent under Section 25 or Section 26 of Water Act & under Section 21 of Air Act, the State Board may depute any of its officers accompanied by as many assistants as many be necessary to visit the premises of the applicant to which such application relates, for the purpose of verifying the correctness or otherwise of the particular furnished in the application or for obtaining such further particulars or information as such officer may consider necessary.

Such officer may for that purpose inspect any place where water or sewage or trade effluent is discharged by the applicant or treatment plants, purification works or disposal systems of the applicant, and may require the applicant to furnish to him any plants, specifications and other data relating to such treatment plants, purification works or disposal systems or any part thereof that he considers necessary.

 The officer may inspect any place or premises, their emission from the chimney or fugitive emission from any location within the premises of the industry as also any control devices installed in the said premises, Such officer may for that purpose, inspect any place or premises under the control of the applicant or occupier and may require the applicant to furnish to him any plant specification or other data relating to control equipment or systems or any part thereof that he considers necessary.

 The applicant shall furnish to such officer all information and provide facilities to conduct the inspection.

 An officer of the State Board may, before or after carrying out an inspection as above, require the applicant to furnish to him, orally or in writing such additional information or clarification, or to produce before him such documents as he may consider necessary for the purpose of investigation of the application and may for that purpose summon the applicant or his authorized agent to the office of the State Board.

After inspection, the RO will process the application or forward the inspection report along with application and its enclosures to the Zonal Office (ZO)/ Head Office (HO) for processing the application, as per the delegated powers.

The decision on the application is taken based on the recommendations of the Consent for Establishment (CFE) Committees at RO/ZO/HO.

 The officials of RO/ZO/HO will prepare an agenda enumerating details of the proposed project, observations and remarks of inspecting officer & Regional Office. The agenda   will be placed before the CFE Committee for examination and to take a decision.

 The CFE Committee will give recommendations on the application.

 The Board will issue CFE order based on the recommendations of the CFE Committee within the stipulated timelines.

Validity of CFE Order:

The CFE issued by the Board with a validity period of 5 Years. The validity can be extended through Auto Renewal System.
