PRE- OPERATION and OPERATION
Step by Step Procedure & Checklist for CFO, HWA, EWA, PWR, SWA and C&D-A
The industries / Entrepreneurs shall construct the plant/ facility by duly complying with the conditions stipulated in the Consent for Establishment (CFE) order.
After construction of the plant and when the plant is ready for production, the industries / Entrepreneurs shall obtain Consent for Operation (CFO), Hazardous Waste Authorization (HWA) (If applicable), Authorization under E-Waste (Management) Rules, 2016 (EWA) (If applicable), Registration under Plastic Waste Management Rules, 2016 (PWR) (If applicable), Solid Waste Management Rules, 2016 (SWM) (If applicable) and Construction and Demolition Waste Management Rules, 2016 (C&D) (If applicable) from the Telangana State Pollution Control Board (TSPCB) for operating their units under section 25 / 26 of Water (Prevention & Control of Pollution) Act, 1974 and under section 21 of Air (Prevention & Control of Pollution) Act, 1981, Hazardous and other Wastes (Management & Transboundary Movement) Rules, 2016 (If applicable), E-Waste (Management) Rules, 2016 (If applicable), Plastic Waste Management Rules, 2016 (If applicable); Solid Waste Management Rules, 2016 (If applicable); and Construction & Demolition Waste Management Rules, 2016 (If applicable) &Amendments thereof.
The Consent for Operation (CFO), Hazardous Waste Authorization (If applicable), E-Waste Authorization (If applicable), Plastic Waste Registration (If applicable), Solid Waste Authorization (If applicable) and Construction & Demolition Waste Authorization (If applicable) are issued as a single order.
The concerned Regional Office of TSPCB inspects the site and process the applications at Regional Office level as per the delegated powers OR furnish the inspection report to the Zonal Office/Head Office for processing the applications of CFO, HWA, EWA, PWR, SWA and C&D-A at a time.
Application Procedure:
Submission of Application:
The industries have to submit online application for CFO, HWA, EWA, SWA, C&D-A and PWR at Telangana State Industrial Projects Approval and Self Certification System (
TS-iPASS).In case of following type of activities, the CFO & HWA applications may be submitted online through Online Consent Management and Monitoring System (OCMMS):

Payment of Fee:
The applicant shall pay the prescribed Consent Fee along with Application for CFO under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 only.
No fee is prescribed for processing the application for Authorisation under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016; Authorization / Renewal under E-Waste (Management) Rules, 2016 Registration / Renewal under Plastic Waste Management Rules, 2016; Authorization / Renewal under Solid Waste Management Rules, 2016 and Construction and Authorization / Renewal under Demolition Waste Management Rules, 2016.

The CFO/HWA/EWA/PWR/SWA/C&D-A applications are pre-scrutinized online at TS-iPASS OCMMS to verify that the application is in full form with all required enclosures (as per the check list).
The deficiencies in the application will be informed by the scrutinizing officers. The nodal agency will obtain the information / documents from the proponent and send the applications in full form online to the respective Regional Office (RO) of the Board.
Processing of Application:
After receipt of the application in full form, the officials of Regional Office of TSPCB will inspect the industry as per the procedure prescribed below.
Procedure for making inquiry (inspection) into application for consent:
On receipt of an application for consent under Section 25 or Section 26 of Water Act & under Section 21 of Air Act, the State Board may depute any of its officers accompanied by as many assistants as may be necessary to visit the premises of the applicant to which such application relates, for the purpose of verifying the correctness or otherwise of the particulars furnished in the application or for obtaining such further particulars or information as such officer may consider necessary.
Such officer may for that purpose inspect any place where water or sewage or trade effluent is discharged by the applicant or treatment plants, purification works or disposal systems of the applicant, and may require the applicant to furnish to him any plans, specifications and other data relating to such treatment plants, purification works or disposal systems or any part thereof that he considers necessary.
The officer may inspect any place or premises, their emission from the chimney or fugitive emission from any location within the premises of the industry as also any control devices installed in the said premises, Such officer may for that purpose, inspect any place or premises under the control of the applicant or occupier and may require the applicant to furnish to him any plant specification or other data relating to control equipment or systems or any part thereof that he considers necessary.
The officer may make such enquiry as necessary, to verify appropriate facilities for collection, storage, packaging, transportation, treatment, processing, use, destruction, recycling, recovery, pre-processing, co-processing, utilisation, offering for sale, transfer or disposal of the hazardous and other waste, as applicable.
The officer may make such enquiry as necessary, to verify that the applicant possesses appropriate facilities, technical capabilities and equipment to handle e-waste safely, utilizing environmentally sound technologies, requisite facilities and equipment to dismantle or recycle and process e-waste, as applicable.
The officer may make such enquiry as necessary, to verify that the applicant possesses appropriate facilities, technical capabilities and equipment to handle plastic waste safely, as applicable. The applicant shall furnish to such officer all information and provide facilities to conduct the inspection.
An officer of the State Board may, before or after carrying out an inspection as above, require the applicant to furnish to him, orally or in writing such additional information or clarification, or to produce before him such documents as he may consider necessary for the purpose of investigation of the application and may for that purpose summon the applicant or his authorized agent to the office of the State Board.
After inspection, the RO will process the application or forward the inspection report to the Zonal Office (ZO)/ Head Office (HO) for processing the application, as per the delegated powers.
The decision on the application is taken based on the recommendations of the Consent for Operation (CFO) Committees at RO/ZO/HO.
The officials of RO/ZO/HO will prepare an agenda enumerating details of the proposed project, observations and remarks of inspecting officer & Regional Office. The agenda will be placed before the CFO Committee for examination and to take a decision.
The CFO Committee will give recommendations on the application.
The Board will issue Single CFO, HWA (if applicable), EWA (if applicable), PWR (if applicable), SWA (if applicable) and C&D-A (if applicable) order based on the recommendations of the CFO Committee within the stipulated timelines.
